Generally, I am thrilled now with Parallels Version 17.1.1 (51537)!
It would be beneficial to access single files inside a VM while the VM is NOT running in Parallels. You could implement a network interface to the offline VM file to achieve this. I am sure you brilliant Parallels programmers can do this!

Did you try to mount virtual HDD image using Parallels Mounter.app?
Just locate your VM bundle in finder, right click, choose "Show package contents" and try to "Open with" .hdd file.

In this path /Users/<my user name>/Parallels/ there are only .pvm files, no .hdd files.

The way to do it without opening the VM is to right click on the Parallels.app, then click on Contents and then Mac OS, and locate the Parallels Mounter.app.
In another finder window, locate the .pvm and drag it into (or on top of) the Parallels mounter.app. This will open several Network "disks" on your desktop and/or in Finder. Usually the first on the list will contain user files and you can migrate to the one file you want to "read". Don't try to edit the file; you will likely end up corrupting things. Bu, you can copy it to your desktop, and do what you wish with it in the Mac OS side, but don't send it back or save it to your VM.
The "hard drives" can be found under the "Network" tab and when you're done, they can be ejected in Finder.
To make it easier to use the Parallels Mounter app without having to find it again, you can create an alias in the contents\Mac OS folder, and drag that to your desktop (basically creates the app on the desktop) for later use, and then delete the original alias.
