Windows 7 Installation Hangs after Restart

Hi Guys,

Hope I can get some help here.
Using Parallels 16.1.2 on macOS Catalina 10.15.7
When I try to install Windows 7 from an ISO file through the normal channels (not manual) all goes well at the beginning when it starts installing and then it says to restart after the first part is complete.

When it restarts Parallels just keeps rebooting and restarting from the Parallels logo and it does not work.
I managed to get a screenshot of the error for the 1 second it appeared before restarting again and I have attached the pic of what it says.

How can I make this work and what is happening?
