Now I can't start a new installation because Windows won't shut down. My goal is to get to the Parallels menubar so I can select "new" etc, but when I start Parallels, it takes me directly to my broken Windows.

Hi James two steps. Screen Shot 2020-04-26 at 11.58.42 AM.png Select the gear>under options select> Startup and shutdown> select Start up and shut down manually radio button. close/shut down your vm. next time when you go to to open parallels this vm should not start up. Then with the control center open or parallels desktop selected go to the menu top left near the apple >file >new here you will be able to create a new vm.
