I have just installed Parallels 13 on my iMac running High Sierra.

When I try to open any app (say Microsoft Edge) I get the message "This app can't open. Microsoft Edge can't be opened using the biding Administrator account. Sign in with a different account and try again." This message comes with trying to use any of the apps on the start menu.
If I try to add a new user account I get the message This snapping may not be used with this edition of Windows 10. To manage user accounts for this computer, use the User Accounts tool in the control centre. On doing that I end up back to the same message.

Thanks - I had found that and stepped through the instructions but after restarting still had the same issue. I will try it again.

I have repeated the above and restarted and it has worked this time.

    Thanks

Hi @KevinM18, that's great! You can try the steps mentioned below to avoid this issue in the future.
Navigate to your local security policy on your Windows 10 workstation - You can do this by typing secpol.msc at a search/run/command prompt.
Under Local Policies/Security Options navigate to "User Account Control Admin Approval Mode for the Built-in Administrator account"
    Set the policy to Enabled
