Move parallels 11 license

I am trying to move my parallels 11 license to a new mac.
I've tried deactivating parallels on my old mac by signing out. (http://kb.parallels.com/ca/123461)
However, when I try to reactivate the license on the new mac it throws an error that the "License is already in use"

Any help would be appreciated.
