After copying folder from Mac to Windows, cannot remove read-only attributes

Copying an entire folder from a network drive that Parallels is sharing (Y to the C: drive in Windows, all the files in the folder and it's subsequent subdirectories have read-only attributes, and even when I tell file Explorer running administrator mode to reset them, it won't reset them....

This happens even after I remove ALL file attributes in OSX with chmod -N files...

 

I figured it out as a Windoze issue so we're stuck with this behavior.
