Offline activation for version 9 to 10 upgrade

Our 9 computers are completely offline and I cannot figure out how to get the upgrade key to activate the version 10

 

Activation requires connection to the Internet.

 

http://kb.parallels.com/en/122649 Has steps for manual activation. Version 11 does not, hence why we are only upgrading to 10. The problem is that after registering the product keys there is no option to get Parallels Desktop 10 upgrade keys

 

But you already own the PDM10 licenses? Because I don't think you can buy PDM10 licenses from Parallels.
