Parallels Desktop 11 for Mac Business Edition
    Version 11.0.1 (31277)

I have no VMs running, only the Parallels Desktop Control Center.
I check the box on the General Tab that says "On Mac Startup" for "Start Parallels Desktop as a service"
It gives me a pop up dialog that says "Parallels Desktop restart is required for this option to take effect. Do you want to restart Parallels Desktop now?"
I click restart and the Parallels Desktop program restarts. I go back into the settings and box is still unchecked.

I have rebooted the Mac, I have reinstalled Parallels. What else should I do to fix this?

Hi WilliamA1, could you please make the changes once more and then lock the changes in your Mac by using the lock symbol at the bottom left corner of that tab and then check if the issue still persists.

It doesn't let me. As soon as I click the checkbox to "Start Parallels Desktop as a service" a pop up window immediately appears saying "Parallels Desktop restart is required for this option to take effect. Do you want to restart Parallels Desktop now?" It has two choices. Later and Restart. Clicking Restart immediately restarts parallels and the checkbox remains unchecked. If I click Later, it checks the "OS X Resume - Disable for Parallels Desktop" checkbox by itself and still does not put a check in the checkbox I want. What is the next thing I should try?

I checked it on my Mac with Parallels Desktop 11 Pro and the latest build and it seems to be working. Try uninstalling Parallels Desktop by using this utility and reinstalling the latest build from here and check.
