I upgraded from Parallels 9 to parallels 10. I need to redo my mac machine. Since this was an upgrade will my license work for parallels 10 if I need to reinstall windows?

In the early versions and I'm going back to V3 I did a similar thing and installed V3 first and then the upgrade to V4 afterwards. But I think you should be fine. Just keep both license numbers to hand in case. If you have any issues when installing Parallels on your rebuilt Mac I'd contact support with your license numbers.

I don't exactly understand the question because you refer reinstalling Windows, reinstalling Windows and any issues with Windows licensing is a separate matter from Parallels licensing.

You can go ahead and install PDM 10 without having installed 9 first, it will ask for the license number, and because it's an upgrade license it will ask for the license number of PDM 9 also.
