Windows Start Menu appears in top left of screen

I have recently upgraded from PD8 to PD9. Now when I press the CMD key in Coherence mode it displays the Windows Start Menu not where the Parallels icon is on the menu bar but in the top left of the screen. With PD8 it always displayed directly under the Parallels icon in the menu bar.

Is this a known bug?

Parallels Tools corruption or permission issue may result this problem.

I tried this and it makes no difference. My user credentials already had R/W access to the applications folder.
