Have exactly the same issue trying to install Parallels Tools in my Linux Mint 15 KDE VM running on Parallels 7. I sure hope someone here can help.
There is no support for Linux kernels more recent than 3.5.0 in Ubuntu under Parallels 7. One solution is to install linux-image-3.5.0-X-generic along with linux-headers-3.5.0-X-generic, where "X" is the most recent in that series (40 at the time of this writing). Then reboot into that version of the kernel, then re-install Parallels Tools. (Then delete the 3.8.0 kernel image and headers and "hold" the 3.5.0 versions in your package manager.) And ff you want accelerated X11 support, you'll also have to downgrade all of the xorg packages to the 1.11.x versions and reboot, then reinstall Parallels Tools to get accelerated 2D and 3D support. An alternate, if you want 3.8.0 kernel support and/or don't want to downgrade the Xorg packages, you can grab a demo version of Parallels 8, extract the prl-tools-lin.iso from the package, mount that ISO in your VM and install that version of Parallels Tools. I've tried that and it mostly works, but it runs slower than just downgrading the kernel and Xorg versions to supported revs under Parallels 7.
I also encounter the same problem. I think Parallel 7 should support Ubuntu 13.04, because the following url: http://kb.parallels.com/en/113394 explains how to install Parallels tool for Ubuntu 12.04 and 13.04. The page said that the procedure is for Parallels Desktop 5, 6, 7, and 8.
Doesn't work for me, not while using "raring-backports" and "raring-updates" as binary sources. Parallels Tools 7 doesn't build kernel modules for 3.8.0 kernels and also there's no 3D support for xserver-xorg-core versions past 1.11.X. You have to downgrade both of those to get it working.
