Can't buy W8

Hi, my bank is in the UK, my billing address is in France and my payment is not accepted, I contacted the microsoft online help and spoke to an assistant, she said it is not possible to make a payment if the card and the address are not from the same country??? any help? thank you

It is more complicated, I am in Central America at the moment and usually Paypal works fine but for some reason via Microsoft, my paypal payment is not accepted because of my location!!!
