Adding Windows shortcuts to Launchpad?

Hi all.

I know how to add Windows programs to Launchpad, but this doesn't work with shortcuts.

For example, can someone tell me how to add "Computer Management" (under Administrative Tools) to Launchpad. Note that this is just an example of the type of item I want to add to Launchpad, but it's one that should be on all computers.

Im afraid you can add only Application into the Launchpad (from both Mac and Windows)
