preventing device autoconnect

Is there a way to prevent devices from being automatically 'adopted' by a VM? In particular, I'd like to prevent all USB devices, both those present when the VM starts and those connected while the VM is running, from being adopted by the VM (Win XP) unless I go into the device list and select them.
