Using Parallels 4.0 and have a blue block appear on my Mac desktop when in Coherence mode. Essentially the "windows" window slides to the left and a blue block slides in from the right and resides on my desktop in the upper left corner. Things seem to work ok but I'm curious if this is normal and/or how to reslove this.

I've got a block. It's a piece of the Windows desktop in my case and happens to have icons which I can interact with. I reported this, but have no answer on what to do.

I would agree. Mine looks like a very small windows "window." If I click on it, it pulls up my Windows VM. It's too small to have icons etch but I believe they're contained there.
