Debian Gnome themes look terrible. What's wrong?

I've recently upgraded to Debian Wheezy and I've noticed that with the default Gnome theme, the menus are the same color as the underlying windows. There is no border or drop shadow so it's very difficult to read. I've tried a bunch of different themes and they all seem to have the same problem. Is there some display setting/configuration for Parallels that enables rendering effects? I've also tried KDE with similar results.
