afair it requires network driver during install (and likely you either taken this driver from CD-Rom with tools or from KB article during install), so likely you have networking. Does remote desktop to it works?

    no network available

There is no network available on server core as the tools are not installed for the lack of GUI. I did an ipconfig and got the following output:
    Windows IP Configuration

On the bottom bar of the server core it says tools are not installed.. Is there a way of installing the tools form command line

Unfortunately, the installer won't work from command line (we are working on this).

May be there is a way to install just network driver? It is place in the root of the ParallelsTools-cdrom: choose VM->Install parallels tools (will cause CD with tools mount to the VM) and dir the CD-Rom content

I can propose the next way of installing Parallels Network Driver:

    steps should be next:

    1) Click menu VirtualMachine -> Install Parallels Tools. This will cause mount of Parallels tools ISO to the VM

    2) type in the command line
    pnputil -i -a d:\drivers\prl_eth5\prl_eth5.inf

In my test-environment that did the trick and driver was installed
